Russian aggression takes a toll on Ukraine’s intellectual infrastructure

As of February 24, 2023, the Office of the United Nations High Commissioner for Refugees reported that over 18.8 million Ukrainians have crossed the border into EU countries.

The Office of the Prosecutor General of Ukraine reported that 461 children have lost their lives and 927 have been injured since the start of the war. These figures do not provide a complete picture of areas with ongoing hostilities.

Additionally, 3,151 educational institutions have been damaged, with 440 being completely destroyed, due to shelling and bombing.

Operational data also shows that 127 early childhood and preschool settings have been completely destroyed, while 942 have been damaged.

The Ministry of Education and Science (MoES) has proposed the draft Professional Standard for the occupation of “Teacher-methodologist of an early childhood and preschool setting” for public discussion.

Furthermore, the Ministry of Education and Science of Ukraine, in collaboration with the Ukrainian Institute of Education Development (UIED), has introduced new materials for teachers and parents titled “Modern Preschool under the Wings of Protection.”

As of February 24, 2023, data indicates that scientific and higher education institutions have experienced property and building damage as follows: 224 not damaged, 116 partially damaged, 4 completely damaged, and 11 with no available information due to their location in occupied territory.

On February 9, 2023, the National Portal of International Scientific and Technical Cooperation was presented. The Portal’s operation will enhance Ukrainian participation in international cooperation programs by providing information to Ukrainian scientists, innovators, and entrepreneurs regarding the European Union’s Framework Programme for Research and Innovation “Horizon Europe,” the Research and Training Programme of the European Atomic Energy Community “Euratom,” and other international scientific and innovative cooperation initiatives.

In addition, Ukrainian scientists have received 25 million euros to carry out scientific projects under the “Actions of Marie Skłodowska-Curie” program of the “Horizon Europe” initiative.
