Kazakh President Kassym-Jomart Tokayev summarized the outcomes of this year’s changes during a session of the Senate, claiming that Kazakhstan has shifted to a system of the presidential state with a powerful parliament, Astana Times reported.
“Political processes will become transparent, and the political system will be more stable. Several powers have been transferred from the President to the Parliament, from the center to the regions. A mixed electoral system has been introduced. The role and status of the parliament have increased. The procedure for registering political parties has been simplified,” Tokayev said.
The president spoke about the development of human rights. The government eliminated the death penalty, strengthened penalties for those who commit domestic abuse, and is overhauling its court system.
Tokayev emphasized the establishment of the Constitutional Court, which would ensure that the rules of the constitution are strictly followed. Elmira Azimova was his suggestion for the role of Court Chair. Additionally, he supported Artur Lastayev’s candidacy for Human Rights Commissioner. Both appointments were approved by the Senate.
Maintaining stability and security was of special importance to Tokayev, and Kazakhstan places a high focus on laying the foundation for the state’s rapid growth. The improvements will continue throughout the following year in all areas.
“This year, the country has been through a lot, but we managed to overcome all difficulties,” he concluded.
