Report on education and science segments in war-torn Ukraine

The Office of the UN High Commissioner for Refugees (UNHCR) estimates that more than 15,59 million people have departed Ukraine for other nations as of October 18, 2022.

On November 24, 2022, the Ukrainian Prosecutor General’s Office reported that 440 children had died and 847 had been injured since the war’s start. The locations of the actual hostilities are not represented in this data.

As of November 28, 2022, bombing and shelling have severely damaged or entirely destroyed 337 educational institutions out of the 2783 total.

The Association Committee between Ukraine and the EU held its seventh meeting of Cluster 4 (cooperation in the fields of science and technology, information society, audiovisual policy, education, training and youth, culture, sports and physical culture) on November 11, 2022. The Ukrainian side gave the EU side an update on Ukraine’s efforts to carry out systemic changes in the fields of research and education and expressed gratitude for the support in doing so, a report states.

It focused on issues such as the state of science and education in times of war, the New Ukrainian School reform, the benefits of the EU4Skills: Better Skills for Modern Ukraine Program, the advancement of higher education reform, particularly in light of integration into the European Higher Education Area, the creation of a new adult education system, integration into the European Research Area, and important steps in implementation.

The Ministry of Education and Science of Ukraine and the Ministry of Education, Youth, and Sports of the Czech Republic signed an agreement on cooperation in the fields of education and science on November 22, 2022. On the campus of the West Ukrainian National University, an educational conference for all of Ukraine titled “New Dimensions of Security: Challenges and Solutions” was conducted (November 16-17, 2022).

The National Program of Mental Health and Psychosocial Support, which was created at the initiative of Ukrainian First Lady Olena Zelenska, includes the Ecosystem of Psychological Assistance in the Field of Education, that is being initiated by the Ministry of Education and Science of Ukraine, the Institute for Education Content Development, and the Association of Innovative and Digital Education.

The guidelines for the Ministry of Education and Science of Ukraine’s use of money to support educational and scientific requirements within the context of Volodymyr Zelensky’s UNITED24 project were authorized. The money will firstly be used to address the needs of research and education in the areas most impacted by hostilities.

Ukraine joined the Global Partnership in Education (GPE) on November 22, 2022, and is now eligible to receive grant funding in the amount of 43 million USD. GPE is coordinating closely with partners in humanitarian aid and development, such as the commercial sector, to raise money to meet Ukraine’s educational requirements.
