KOICA to help Azerbaijan develop cyber security capacities

From October 24 to October 28, 2022, 21 officials from the Ministry of Digital Development and Transport will participate in a country-specific KOICA training session titled “Cyber Security Capacity Building” as part of the KOICA Grant Program in collaboration with the Korea University, AzerTac reports.

This is the second year of a three-year training programme that is prepared in its entirety. The training course was delivered online the previous year. This year, it is set up as a local training program in an effort to increase trainee engagement, improve training effectiveness, and better prepare for pandemics.

By studying Korea’s experiences and cyber security strategies, such as the Cyber Threat Response system, the Korean government’s strategy, cyber incidents investigation tactics and techniques, etc., trainees had the opportunity to advance the development of cyber security capabilities and systems in Azerbaijan. The participants created action plans for the Azerbaijani government’s development strategy on cyber security after the program’s conclusion.

The Training Program’s Closing Ceremony took place at the ADA University on October 28. Representatives from the KOICA Azerbaijan Office, Korea University, ADA University, the Ministry of Digital Development and Transport, as well as trainees, attended the event.

The Korean side stated in the opening remarks that “the Korean Government is fully committed to supporting the Azerbaijani Government to promote the development of Azerbaijan’s cyber security capabilities and systems by sharing the experience of Korea on Cyber Security Laws, Information Policies, and other related topics.

In their response, the Azerbaijani side thanked the Korean government, especially the KOICA, for their support and emphasized that the country-specific KOICA training program had a significant impact on participants’ ability to advance in the field of cyber security and gain knowledge to combat various forms of cybercrime and threats relating to information security.

The KOICA offers a number of fellowship programs for Human Resource Development (HRD), with Multi-Country Programs, Country-Specific Programs, and Scholarship Programs being the ones primarily provided to Azerbaijan. Up to this point, 1,000 officials have taken part in KOICA HRD programs.
